You can blame Cannon for that. His power-upgrading of Rousey is what lead to the other top 3 women being power-upgraded to keep up with her.
As for other divisions, I donno what to tell you. Guys who are heavily upgraded have been heavily upgraded. I can't un-upgrade them, so other people need to just catch up, unfortunately. Nothing else can be done. And we have a cap now, so it's possible. The issue was resolved.

for cost effectiveness its easier to make a guy fighter good but the women are still harder to upgrade

Because when we brought women in, people got excited. So Cyborg went to a team, Rousey another, Carano another and Coenen I just love, so they went all out on those fighters, and anyone there after had to catch up. Building new women fighters to be near their same rating is unfair to the work and points we put into those top four, so it's just kind of a stalemate until someone else puts in the effort that we did early on. Kruze likes Sarah D and is doing that for her and I'm excited for when she's in elite form, but she hasn't received enough to be capped yet, so keep pumping her!

I have allot of fighters I like on my team now and I actually have been super careful with Sarah's upps because I want her to be the well rounded fighter she is IRL, and not have what initially happened to Rousey to happen to her and be exclusively one dimensional in the wrong direction. There has been method to how I've been upping her... that's more over the reason why she's not capped yet. In a way, Cannon kind of showed us what not to do when power upgrading our fighters. lol
