It's ML, so I don't really care what you do, but as a guy who's spent the last 5 years resolving sim site conflicts, I would consider this solution the most fair for everyone:
For this sim, leave it no-XP awarded. It's the last sim of the season, basically. Finish the season, then before you start the new ML season, change the rule stating that if people have commented but not predicted, you can sim it and just count it for those who simmed even if its under the required 4.
The reason for this is that right now, the people that need XP are the ones that aren't as active on ML, and thus are losing, etc and not getting as much XP. As you can tell from standings, neither PHX nor GAP fighters need the extra XP but others clearly do (Cannon has taken a nutso nose dive, for example). So changing the rules without warning sort of further enforces their "who gives a fuck" mentality. If you wait until the end of the season, it is a natural break off point to make a major rule change like that. You can (and should) even mass PM people about it. That way they know that even if only 1 other person predicts, its still worth it for them to predict.
Doing it without warning like what is being proposed here will hurt ML more than help. But using the rule change and the mass PM and everything is a way to build momentum and get people excited about predicting again, knowing it will be worthwhile regardless.
What is an attempt to punish Rocketmen and I will just affect the wider ML interest of Cannon (for sure, cause I know how he thinks), and others I would suspect.
