I think it's actually xx - Team GAP's toes that are bleeding. He suggested that you be able to delete a point (using a point) and then allocate a new point somewhere else. This is more elegant and simple than my suggestion, but essentially the same.

I like the suggestion that phoenix put forth but I did see a couple things that I just didn't think would work out well..(most of those flaws have already been posted by others) so maybe just raise the cap limits? I dunno... trying to think this one out to add a better solution.
