Puerto Rico, Guam, Virgin Islands (and several others) are unincorporated territories. Yukon, Nunavut and the Northwest Territories are incorporated territories.
This is why Puerto Ricans are American citizens without American privileges, while people from the Canadian territories do have such privileges in Canada.

But if I am holding an event there, it would still count as having an event on American soil, so I don't think I can hold a special event for the Puerto Ricans, even though it would be fun and Trump would hate it and ban ManMMA for it.

puerto rico is not a state yet technically... but they recently applied to be a state and they have been a us territory for awhile so close enough for manmma to count it as a card inside the usa.
