By that notion, everyone has the potential, yet you'll also say that certain fighter don't. Interesting. There are certain teams that do not upgrade their fighters, or upgrade them poorly. Those fighters on those teams I would say have little to no potential.

But he had access to the same stats as everyone before and since...so by your claim, it should not matter. If it does matter, as you NOW say, then you are agreeing that you CAN upgrade right and you can upgrade wrong.

No, it does matter but you can't use Cannon's power-upgrade of Rousey as an example because it was completely different set of circumstances. He had a totally different focus in upgrading her because he was looking to make her a 100 overall, so there was no thought put into it at all whereas other do upgrade to strengths and focus, but still garner the same results, and that shouldn't be the case.

All using the "same stats we are all have to work with". I don't upgrade any differently than you, that's just it... and the only "evidence" you have, to the contrary, is that your upgrades work and mine don't, yet you don't explain what, if any, difference there are between how we upgrade. Your answer is simply "upgrade better". That's not advice nor is it giving a difference in ways of upgrading.
