Technically, there is nothing grammatically incorrect about Bulldozer's post. The comma would definitely be a preferred change, but it is not inherently or overtly incorrect. The fragment sentence following would be incorrect in a formal setting, such as academic paper or business report. However, here, in an informal setting, it is technically acceptable as a means of drawing emphasis to a point. Rhetorically, by omitting "She has", the emphasis is on the win itself, not on Murphy. Under the circumstances, since Bulldozer's point was winning, his fragment-sentence usage is completely reasonable.
